The success of AFAC’s 2025 Strategic Command Program
On 15-20 June 2025, AFAC’s Strategic Command Program was held at the Australian Institute of Police Management in Manly, Sydney.
On 15-20 June 2025, AFAC’s Strategic Command Program (SCP) was held at the Australian Institute of Police Management in Manly, Sydney. Once again, the program drew on the best aspects of previous programs but was refreshed to accommodate the learnings from focus meetings held with senior leaders within the industry and from past participants that attended the program in 2024.
AFAC’s CEO Rob Webb attended the SCP for several days and supported the Lead Facilitator, Andy Combes, as well as the Support Facilitator, Shane Fitzsimmons. During the program, AFAC Council President, Commissioner Darren Klemm, presented on his perspectives of operating in a political environment. Their combined extensive experience provided the attendees with valuable insights, and strategic command and executive expertise in the discussions and workshops. They facilitated large and small group reflection sessions throughout the program. In total, 25 participants, representing 17 different agencies, took part in the five day program.

This year the program focused on four themes: strategy and command, strategic leadership, strategic influence, and strengthening executive wellbeing.
The presentations by Commissioners, Chief Fire Officers and other senior leaders covered a range of topics including decision making in a complex environment, operating in the political environment – a commissioner’s perspective, strategic collaboration, strategic leadership and influence, strategic presence - communication through voice, and sustaining executive performance. The presenters’ willingness to share their experiences was deeply felt and valued by those participating in the program.
A special after-dinner presentation was given by NSW Rural Fire Service Commissioner, Rob Rogers.
In addition to the highly effective professional networking opportunities, the program also provided a unique, supportive environment to self-reflect, learn from each other, pause and develop professionally. The program targets senior operational and executive leaders in operational agencies, offering them professional development specifically focused on the public safety sector.
Participant feedback was extremely positive, with the following two quotes summarising the general sentiment:

The vulnerability of everyone this week demonstrates a level of confidence and strength in them that I will use to build my resilience. Reflection sessions allowed the sharing of ideas and perspectives that I had not previously considered. I personally found the Individual Leadership Philosophy both raw and inspiring. I will encompass some of the participants’ insights into my own story.’
At the close of the program, the participants drafted a leadership philosophy to share with their Commissioner, Chief or CEO, outlining their personal direction and values.
